Patch Changes

• Importing skills from a local folder on Windows now accepts absolute paths like C:\skills, C:/skills, network paths and file:///C:/skills, and ~ expands to your home folder.
• On Windows without symlink rights (no admin or Developer Mode), adding a skill to another location now creates a copy instead of failing. Converting a location to a link explains why it can't and keeps the existing copy.
